Dan Lupascu


Attorney-at-law in the Bucharest Bar, Dan has been acting as judge for more than 25 years, holding several management positions with the Romanian courts of law (i.e. vice-president of the 5th district Court of First Instance in Bucharest, chairman of the Bucharest District Court and Bucharest Court of Appeal), as well as with the Superior Council of Magistracy (being the first to hold such position in the institution). 

In parallel with his outstanding legal activity (in the criminal law and private law practice) he has been permanently involved in the academic activity as a university professor with: “Dimitrie Cantemir“ Christian University (1993-1995); Bucharest University (1994-1995); National Institute of Magistracy (1993 - still) and “Nicolae Titulescu“ University in Bucharest (2002 - still).

He has published several scientific papers (articles, studies, notes, courses, monographs, case-law corpora, and commented law corpora) and he has participated, as expert, to legislative instruments drafting.

He has a PhD in procedural criminal law released in 2001 by the Bucharest University, he is trainer within the National Institute of Magistracy for civil law and he is the head of the Private Law Department of the “Nicolae Titulescu” University in Bucharest.

In 2000 he has been decorated by the President of Romania with the “Romanian Star” National Order, as officer “for special merits in drafting the jurisprudence and correct application of the laws”.
